Navigating Transitions in the Multilateral Trading System: LDC Graduation and Emerging Issues

The Centre for Trade and Investment Law (CTIL) organised a Trade Talk titled “Navigating Transitions in the Multilateral Trading System: LDC Graduation and Emerging Issues” on 8 December 2025 at the Eros Hotel, New Delhi, under the aegis of the WTO Chairholder Programme. The discussion focused on the evolving challenges and opportunities confronting Least Developed Countries (LDCs) as they transition to the status of developing country Members within the World Trade Organization (WTO) framework. The inaugural address was delivered by Prof. (Dr.) James J. Nedumpara, Head, Centre for Trade and Investment Law, who reflected on the nature of institutional support extended to LDCs under the WTO architecture. His remarks particularly underscored the relevance of recent WTO plurilateral agreements and their implications for countries undergoing graduation. The Trade Talk was graced by Mr. Sudhanshu Pandey, Election Commissioner for the Union Territories and Former Additional Secretary, Department of Commerce, who served as the Chief Guest and Keynote Speaker for the event. Drawing from policy and administrative experience, he examined the practical consequences of LDC graduation and highlighted pathways through which graduating countries may navigate associated economic and regulatory challenges. The session further featured a Distinguished Address by Prof. (Dr.) Abhijit Das, Former Head, Centre for WTO Studies, who offered a detailed technical analysis of Special and Differential Treatment (S&DT) provisions and examined the legal implications of the graduation process across relevant multilateral and plurilateral trade agreements. A Special Address was delivered by Prof. (Dr.) Pritam Banerjee, Head, Centre for WTO Studies, who provided critical reflections on the graduation process, drawing extensively from the WTO legal framework. The panel discussion that followed brought forward nuanced perspectives on the systemic and developmental dimensions of LDC graduation, engaging with issues that continue to shape the trajectory of the global trading system and the future economic integration of graduating economies. The event witnessed participation and coordination by Mr. Satwik Shekhar, Assistant Professor and Consultant, CTIL; Mr. Tarun Guddu, Associate, CTIL; and Mr. Samarth Nayar, Young Professional, CTIL, and was organised under the institutional aegis of the Ministry of Commerce and Industry, Government of India, and the Indian Institute of Foreign Trade.
