Trade Remedies and MSMEs: Building Capacity for Fair Trade

The Centre for Trade and Investment Law (CTIL) , under the WTO Chairs Programme, organised a one-day workshop titled “Trade Remedies and MSMEs: Building Capacity for Fair Trade” on 15 July 2025, in collaboration with the Directorate General of Trade Remedies (DGTR) and the Confederation of Indian Industry (CII), held at Gulmohar Hall, India Habitat Centre, New Delhi. The primary aim was to empower MSMEs by sensitising them to trade remedy mechanisms such as antidumping, countervailing, and safeguard measures and equipping them with the procedural knowledge needed to file applications and respond effectively when faced with unfair imports. The workshop, featured an insightful mix of technical sessions and interactive discussions. DGTR experts, Director of WTO Rules Division and other stalwarts in the field of trade remedies, walked participants through recent procedural reforms, eligibility criteria, data thresholds, and petition preparation. MSME representatives shared realworld challenges and policy feedback during Q&A sessions. This practical format helped attendees gain clarity on navigating traderemedy procedures and effectively engaging with trade remedy processes. The event reflects CTIL’s ongoing commitment to support India’s MSMEs in international trade law, combining academic rigour with policy support. Through collaboration with DGTR and CII, the workshop strengthened participants’ confidence in pursuing trade remedies, fostered a deeper understanding of legal options, and generated valuable feedback for further procedural improvements.
